If that were the case, then unscrupulous webmasters could simply submit their competitors' websites to Google ten times a day to get them banned.  If your site is already listed on a search engine, subsequent submissions would be ignored. 

While duplicate submissions are generally harmless, moderation is the key.  We recommend that you submit your site no more often than once a month.
